Presentation:

In order to achieve institutional representation and spread news of the Basque reality in Madrid, the Basque Government opened its Madrid Delegation, attached to the General Secretariat for Foreign Action, by means of DECREE 9/2003, dated 28th December.

Representing Basque Government interests in the Spanish capital, the Delegation assists the Lehendakari (Basque President), members of the Government and Administrative staff, in addition to facilitating Basque Government institutional work with respect to the State Administration. It similarly helps to spread news of Basque Government actions and policies to the media in Madrid.

This Delegation has contacts with the Ministry for Foreign Affairs and monitors Spanish Government foreign policy with a view to facilitating Basque Government action in all aspects related to foreign action taken by the State and affecting Basque interests.

The Delegation similarly maintains contact with other autonomous community and European region representations in Madrid while monitoring European Union policies through the European Commission and European Parliament offices in Madrid.

The Basque Government Delegation in Madrid provides an infrastructure to elected Basque constituency deputies and senators and functions as a support centre for the organisation of meetings between Basque public/private entities and Spanish institutions.

Finally, the Delegation fosters regular contact with the diplomatic corps in Madrid, focussing on the planning, design and carrying out of activities giving an appropriate image of Euskadi in Madrid, particularly in the cultural, intellectual, economic and social areas.


Functions:

The Basque Government Delegation in Madrid has the following general functions:

  • To represent Basque Government interests in the Spanish capital.
  • To support the Lehendakari, members of the Basque Government, and any other autonomous administration staff requiring help in the carrying out of their functions in Madrid.
  • To facilitate Basque Government institutional action with respect to the Spanish Administration.
  • To maintain contact with autonomous communities and European regions with representations in Madrid.
  • To monitor, in coordination with the General Secretariat for Foreign Action, European Union policies affecting the Basque Autonomous Community, particularly through fluid contact with European Commission and European Parliament representation offices in Madrid.
  • To monitor the development of Spanish Government foreign policy, maintaining contacts with the Ministry of Foreign Affairs in order to facilitate and improve Basque Government foreign action in all aspects related to Spanish foreign action affecting Basque interests.
  • To help to communicate news of Basque Government policies and actions to the media in Madrid.
  • The Basque Government Delegation in Madrid can serve as an infrastructure and provide material assistance to elected Basque constituency deputies and senators and to the senators appointed by the Autonomous Community.
  • It will similarly help to organise meetings between Basque Autonomous Community public and private bodies and Spanish institutions in Madrid.
